PROBLEM TO BE SOLVED: To provide an image processor, a method and a program for easily preparing elevation information with high accuracy for preparing a three- dimensional city landscape diagram. SOLUTION: A controlling part 10 of an image processor 100 acquires DSM information of a desired area from a DSM information storing part 40 and also acquires building information such as city planning map information of the area from a building information storing part 30. The controlling part 10 generates elevation information of buildings shown in the building information on the basis of the acquired DSM information and building information. The controlling part 10 further acquires digital map information of the area from a digital map information storing part 20 and performs interpolation processing of the acquired digital map information. The controlling part 10 generates city elevation information showing elevations of ground surfaces and elevations of buildings in the area by combining the digital map information subjected to interpolation processing and the generated building elevation information.
