PROBLEM TO BE SOLVED: To determine whether or not a state transition diagram is excellent in terms of comprehension and maintainability. SOLUTION: This device is so constituted that a static analyzing part 100 of the state transition diagram statically analyzes the state transition diagram, creates static analysis information 102 of the state transition diagram including the number of states, hierarchies of states, the number of transitions, names of connectors, events, conditions, actions and elements, etc., used in the state transition diagram, a rule evaluating part 101 of the state transition diagram decides whether or not the state transition diagram satisfies rules to be requested for the state transition diagram requested by a worker based on the static analysis information 102 of the state transition diagram and enables a user to quantitatively evaluate the easiness, maintainability of the state transition diagram with poor maintainability by outputting an evaluation result 104 of the state transition diagram.
