PROBLEM TO BE SOLVED: To provide an image/sound recorder, reproducer and a recording medium which can record and reproduce at an optimum bit rate in correspondence to recording capacity and recording time, can perform an effective process and do not degrade the image quality. SOLUTION: A digital input signal 101 is input to an image/sound compression part 102 for image and sound compression by a MPEG 2, etc. At that time, a bit rate is set in correspondence to the capacity in each region by a bit rate setting means 103. Image/sound data compressed at each bit rate is applied to a recording signal processing part 104 and is subjected to an ECC process, a record encoding process or the like. This is recorded in the same time band in regions 107 to 109 of a storage 106 designated by a recording region control means 105.
