PROBLEM TO BE SOLVED: To enable smooth passing through a ticket gate by allowing a user to carry an IC card storing only ID information and allowing the user to pass through the ticket gate from ID information stored in an ID card when the user passes through the ticket gate. SOLUTION: When the user makes a ticket gate passing inspecting device (e.g. 109) read a card type pass that the user himself/herself holds, the ticket gate passing inspecting device 109 sends read ID information to a ticket gate management server 107. If the ticket gate management server 109 decides that the user is permitted the passing from the received ID information, the ticket gate management server 107 outputs an OK command to the ticket gate passing inspecting device 109, and the ticket gate passing inspecting device 109 opens a gate to allow the user to pass.
