PROBLEM TO BE SOLVED: To provide a card issuing and recovering device having a recovery structure for a recovered card which actualizes cost reduction. SOLUTION: A card travel restriction part 10 comprises a card travel restriction body 52 made of a thin-plate spring almost in a curved shape which is provided having its head part 51 projected from a conveyance route 50 and also always provided on the side of an issued card standby part 5 so that it is energized by its spring function (elasticity) to fall or sink when the head part 51 is pushed by an issued card 4 toward a card sending and drawing-in part 9 and unable to fall toward a issued card standby part 5 and card pressing means 53 and 54 made of rollers which press the issued card and a recovered card 8 to pass falling the card travel restriction body 52 onto the conveyance route 50.
