PROBLEM TO BE SOLVED: To make is possible for a broadcasting station to easily deliver a complete package program with advertisements constituted of a program for broadcasting and advertising. SOLUTION: A contents holder 200 registers a program 210 for broadcasting under a condition that use charge is paid when this program is selected by an advertiser 300. Also, the advertiser 300 selects the arbitrary program 210 for broadcasting, and registers against payment the broadcasting area and period information and information related with advertisements corresponding to this so that a complete package program 110 can be constituted. On the other hand, at the time of receiving a downloading request including at least the identification information of the complete package program 110 with advertisements and the identification information of a broadcasting station 500 and information related with a broadcasting scheduled time from the broadcasting station 500, whether or not a condition related with the broadcasting area and the broadcasting period is fulfilled by the downloading request is judged. When it is judged that the condition is fulfilled, the complete package program 110 with advertisements designated in the downloading request is provided to the broadcasting station 500 designated in the downloading request free of charge. |
