PROBLEM TO BE SOLVED: To make it difficult to easily perform counterfeiting even though paper is stolen. SOLUTION: This securities issuing system is provided at least with a receiving means 14 for receiving information on securities that a user wants to issue, a storing means 31 that can update and store an identification design library in which a plurality of identification designs to be printed on securities to be issued are registered, valuable value medium receiving means (29 and 15) for receiving a valuable value medium capable of balancing a sales amount of securities, an identification design selecting means (management server 80) for selecting an identification design to be printed on securities to be issued from the identification design library, a printing means 19 for printing the identification design decided by the identification design selecting means 80 on a prescribed securities paper and an issuing means (control microcomputer 32) for issuing securities with the identification design printed thereon.
