PROBLEM TO BE SOLVED: To solve a problem in a conventional device that the device cannot give an IP address to a computer not connected to the Internet without relying on a direct terminal operation. SOLUTION: The DNS(Domain Name System) 110 of this invention is provided with: a table 111 that registers in advance the domain name of a personal computer 120 with a specific domain name and a telephone number relating to the domain name in cross-reference with each other; an arithmetic processing section 112 that identifies a telephone number corresponding to the domain name attached to a request on the basis of the cross-reference registered in the table 111 when receiving, from a personal computer 130, a request to decide the IP address of a personal computer 120 whose IP address is not decided; and a transmission reception section 113 that uses the identified telephone number to directly make contact with the personal computer 120.
