PROBLEM TO BE SOLVED: To provide a steel outer case and its manufacturing method using no polyvinyl chloride insulating sleeve, capable of solving problems produced by covering the steel outer case for a battery with the polyvinyl chloride insulating sleeve to obtain protection and insulating performance such as many kinds of products in process, loss time for changing over the kind of product, and generation of dioxin or the like in disposal heat treatment. SOLUTION: The outer surface of a steel outer case body 1 formed in a cylinder with bottom with a steel plate is coated with synthetic resin power (polyvinyl chloride-free). Air flow 16 is ejected from a locking pipe 7 so as not to coat the inside of a case body 1 attached to the hollow locking pipe 7, and the case body 1 is sucked by forming a vacuum part and passed through a coating process.
