PROBLEM TO BE SOLVED: To avoid abnormality of a fixing member, such as cracks and exfoliation. SOLUTION: A fixing member is provided with a covering layer 6, which is formed by applying a coating material consisting of fluorine rubber and fluorine resin on a substrate 1 via a silicone rubber elastic layer 2, and then through vulcanization or incineration. The fixing member is such that the covering layer 6 is constituted of a fluorine rubber layer 3 formed on the silicone rubber elastic layer 2, a mixture layer 4 composed of one or more layers consisting of fluorine rubber and fluorine resin formed on the fluorine rubber layer 3 and a fluorine resin layer 5 formed on the mixture layer 4.
