PROBLEM TO BE SOLVED: To provide a signal processing unit that minimizes required processing and more suitably inserts a packet with a discontinuous information table described therein to a stream. SOLUTION: A stream layer sample storage section 55 stores a sample of table stored in a packet (DIT(Discontinuity Information Table) packet) denoting a discontinuous point of a stream layer. A DIT packet insertion control section 29 references information set to an insertion timing setting register 52 and inserts the information set to a description contents setting register 51 to the sample to generate a DIT packet when a timing to insert the DIT packet comes and inserts the packet to a discontinued point of a transport stream (partial stream).
