PROBLEM TO BE SOLVED: To reduce the amount of communication data by not transmitting duplicate data, and to implement efficient communication, even under a communication environment where a low transfer rate line is in use. SOLUTION: A data transmission controller 100 is provided with a pattern dictionary 101 that stores patterns with a high incidence, to which a pattern number is attached, a pattern analysis means 110 that compares a pattern included in data with patterns stored in the pattern dictionary 101, and a transmission data generating means 111 that replaces the pattern included in the data with a pattern number stored in the pattern dictionary 101, when the patterns match each other, generates a data part of transmission data, generates a pattern newly registered in the pattern dictionary 101 as a pattern information part of the transmission data and generates the transmission data, by integrating the data part and the pattern information part.
