PROBLEM TO BE SOLVED: To provide an operating method and a control method that can enhance decoding characteristic in turbo coding to facilitate the system design. SOLUTION: A Reed-Solomon(RS) code is used for an external code, a Turbo code is used for an internal code as an error correction code for a radio communication unit, number of repetitive arithmetic operation times in the inside of a Turbo coding decoder is varied on the basis of a result of error detection of an RS code decoder, an RS code encoder output is rearranged in units of a plurality of bits and the length of a processed frame is varied to provide error correction control, depending on the state of transmission line. Furthermore, a dynamic range suppressor is used for the Turbo code decoder so as to make the decoding performance enhance itself.
