DEVICE AND METHOD FOR DECIDING TRAFFIC CONGESTION

PROBLEM TO BE SOLVED: To provide a traffic congestion deciding device which can find a space occupation rate and a vehicle group speed more precisely by using image processing and find a traffic congestion state on a road even when vehicles are continuously and frequently and hidden and individual vehicles can not be recognized. SOLUTION: Images are picked up in specific cycles to obtain an input image and an area whose luminance value varies is extracted from the obtained input image; and the presence area of a moving body along the moving path of the moving body is set in the input image and the ratio of the luminance value variation area in the moving body presence area is found to detect a space occupation rate. At the same time, a template area is set in the moving body presence area and a template image is compared with the input image of the previous cycle to calculate the moving speed of a vehicle group in the template area and detect the vehicle group speed, thereby deciding traffic congestion from the detected space occupation rate and vehicle group speed.
