PROBLEM TO BE SOLVED: To provide a picture processor which can transmit or accumulate picture data by optimum data quantity and with high picture quality. SOLUTION: A scanner 1 reads picture information with reading resolution that a resolution control part 3 sets and stores it in a memory 2. A picture separation part 11 separates picture information into a first picture plane (pattern part), a second picture plane (color information of character part) and a selection picture plane (shape of the character part) selecting either plane. A resolution control part 3 sets optimum resolution into first to third resolution conversion parts 12 to 14 in accordance with picture quality, an original type, device environment and the characteristics of the respective picture planes. The three picture planes are converted into resolution which is set in the first to third resolution conversion parts 12 to 14. The picture planes after the conversion of resolution are compressed by the first to third compression parts 15 to 17 and they are collected into one data format by a picture format part 18.
