PROBLEM TO BE SOLVED: To provide a roaming incoming regulating system between business offices, capable of preventing a trunk line overcrowding in association with an increase in roaming incoming. SOLUTION: When there is an incoming call at a portable terminal equipment 5 from an extension telephone 6, when the equipment 5 has moved from a zone of a home station 1 to an area of a visitor station 2, the station 1 obtains a roaming incoming duty factor of the trunk line 8 connecting the station 2, and compares the duty factor with a preset threshold. If the calculated factor exceeds the threshold, the equipment 5 determines whether the equipment 5 or not is a roaming incoming regulation class, and specifies the roaming incoming when it is the roaming incoming specification class.
