PROBLEM TO BE SOLVED: To provide a wiring board which is capable of ensuring a sufficient creeping distance while avoiding an increase in cost and man-hours and reducing a distance between wirings. SOLUTION: An interposing part 12c as a part of a resin member 12 which fixes wiring layers 13 is located between the wiring layers 13. A projecting part 12d is provided to the upper part of the interposing part 12c projecting above the outer surface of the wiring layers 13. Resist openings are each formed around the leads 16a of an insert part 16, lead through-holes are bored in the resist openings, and the insert 16 is fixed to the wiring layers 13 with solders 19.
