A security shutter that serves also as a window blind includes a pair of tracks mounted on the top and bottom of a window frame in parallel. The shutter blades 3 each include a reinforcing rod 2 through the length of the blade, and the reinforcing rod carries a spindle 4 on each end that is engaged in a respective one of the tracks (not shown) so that the blades may be moved along the tracks whilst remaining parallel to each other and so that the blades may be rotated about the spindles. A control serves to rotate the blades between a closed position in which the blades lie parallel to the window to form together a continuous window shutter, and an open position in which the blades are rotated to be normal to the window to permit the passage of light and air. A locking bar with slots 34 can be actuated to either constrain the spindles from movement along the tracks whilst permitting rotation of the spindles or to allow lateral movement of the spindles. Cord controls can be actuated to draw a first portion of the spindles to one side of the window and a second portion of the spindles to the opposite side of the window.
