PROBLEM TO BE SOLVED: To provide a personal information management system to manage personal information without burdening a registrant, a referrer of the personal information, a device to manage the personal information and its operator. SOLUTION: A personal information management server 11 preliminarily receives a category of the referrer S to whom the registrant T allows acquisition of the personal information from a terminal 12 of the registrant T and stores the referrer in an entry table which is not illustrated. The personal information management server 11 specifies the registrant T to allow the acquisition of the personal information to the category in which the referrer S belongs by referring to the entry table and transmits only a piece of the personal information of the registrant T when an inquiry is made from a terminal 13 of the referrer S.
