PROBLEM TO BE SOLVED: To provide more detailed information, even though conventionally only information for specifying an apparatus which malfunctions or becomes abnormal, is provided to the system user of a terminal, if a state change occurs, in various kinds of devices such as a relay device, in a power system. SOLUTION: A state change detection means 26 monitors state inputs from various kinds of devices (not shown), such as relays, etc., and a data storage means 27 stores data 34. If the detecting means 26 detects a state change, a transmission means 35 transmits detailed information, such as a record of the state change or records of using states of devices at the state change and prior to and after it and so on, from the stored data 34.
