PROBLEM TO BE SOLVED: To reduce cases wherein the transmission and reception of procedure signals by fully-duplex communication end in failure since the full-duplex communication is disabled in the middle. SOLUTION: If a response signal is not received by a modem 8 within a specified time from the start of the transmission of procedure signals to an opposite side, a control circuit 20 shifts from the procedure execution of V.8 and V.34 by fully-duplex communication to the procedure execution of V.2 1 of T.30 and continues to communicate images.
