PROBLEM TO BE SOLVED: To provide a multiplex transmitter in compliance with the SONET(Synchronous Optical Network) standard and the ITUT-T(International Telecommunication Union-Telecommunication Standardization) standard that can suppress a scale of an idle pattern generating circuit with a large capacity supporting an idle pattern inserted to data when a channel is not in use. SOLUTION: The multiplex transmitter is configured such that an idle pattern generating section 2 divides an idle pattern in the unit of switches of an L×L switch section 101 in the multiplex transmitter and generates fragment patterns a, a' by taking notice that the same patterns are consecutive except basic patterns at the head of the idle pattern to be multiplexed as a property of the idle pattern. A selector section 102 selects a required number of the fragment patterns a, a' and inserts them to data transmitted when a channel is not in use, and a time multiplex section 6 multiplexes and outputs the result as output data 17.
