SUBSTANCE: invention proposes liquid comprising, wt. -%: product of thermopolymerization of triethanolamine with boric acid, 30-45; triethanolamine, 3-10; oleic acid triethanolamine soap, 2-3.5; water, the balance. Mass ratio of triethanolamine to boric acid in the product of thermopolymerization = (25-40):(7-9), respectively.
