PROBLEM TO BE SOLVED: To provide an advertisement distributor and an advertisement distribution method in which advertisement is included in an incoming signal sent to an incoming call terminal in a communication network adopting the ISDN protocol, to be able to distribute the advertisement to users in a way that users surely read the advertisement and to provide an advertisement distribution program and a recording medium with the advertisement distribution program recorded. SOLUTION: The advertisement distributor adopts a characteristic configuration method in which the distributor inserts advertisement received from an advertisement distribution requester 7 to user-user information field 24 and transmits the resulting signal as an incoming call signal to a called terminal 2 when no information outputted from a caller terminal 1 is inserted to the user-user information field 24 included in the incoming call signal sent to the called terminal 2 via a communication network 3 utilizing the ISDN protocol.
