The regulating device consists of a flap (2) articulated around an axis parallel to the blade (1) longitudinal axis. The flap can be opened between an end opening position corresponding to the flap being in a plane perpendicular to the blade, allowing the stopping of the windmill, and a retracted position in the blade. The opening of the flap is driven by a computer (4) as a function of the power or torque supplied by the windmill and by a previously established maximum rotational speed threshold of the screw.
