A thermosetting powder coating composition which has excellent storage stability and gives a coating film having a smooth surface and improved impact resistance. It comprises: (A1) a fluorocopolymer which comprises fluoroolefin units, alkene units, and units derived from cyclohexyl vinyl ether and/or vinyl p−tert−butylbenzoate as essential structural units, the total content of the cyclohexyl vinyl ether units and the vinyl p−tert−butylbenzoate units being 5 to 45 mol%, and which has a thermal transition temperature of 45 to 120°C and has crosslinkable reactive groups; and (B) a hardener.
