An amphoteric water−soluble polymer dispersion containing polymeric particulates having particle diameters of 100 μm or below which is produced by copolymerizing a monomer mixture comprising a methacrylate monomer having a quaternary ammonium salt group, an acrylate monomer having a quaternary ammonium salt group, an anionic monomer, and (meth)acrylamide at a specific ratio in an aqueous solution of a salt in the presence of a polymeric dispersant soluble in the aqueous solution according to a dispersion polymerization process; and dehydrating agents for organic sludge, pretreatments or yield improvers for raw materials of paper making, or freeness −enhancing agents, prepared by using the above amphoteric water−soluble polymer.
