<p><P>PROBLEM TO BE SOLVED: To improve performance of a communication system (100) which detects a signal having indication of a request to change communications states by clearly identifying at least two of the requests in a prescribed time frame. <P>SOLUTION: In one particular application, a base station (25) determines a request to change communications states with reasonably high probability of detection and a reasonably low probability of false detection.
