<p>A dispenser for dispensing a fluid which includes a hollow handle member, a pinch valve member, a tank mounted on the handle for controlling the flow of fluid to a surface, and a conduit for selectively communicating the fluid to the surface, the pinch valve being engageable with the conduit for controlling flow of the fluid therethrough utilizing a lever.
