Damper for safeguarding structures against dynamic effects

The damper comprises at least two superposed plates (1,4) with a space inbetween which can be sealed air tight from the outside and which is completely filled out with a porous filler material (3). A vacuum or underpressure can be produced in the pores of the filler material. The filler material is enclosed all round by a plastics cover forming a cushion and is placed between the plates.
