PROBLEM TO BE SOLVED: To realize the smoothness of operation and the high density of an operation diagram by suppressing the influence of erroneous detection of a train near a boundary between track sections. SOLUTION: When a preceding train T1 exists in the track section D and a succeeding train T2 exists in the track section B at a point of time 9, an ATC transmitter does not output an emergency stop signal 02 based on the detection of the succeeding train T2 by a track circuit of the track section C, to the track section B but outputs instead a normal stop signal 01 previously held by a memory relay. Even at the occurrence of erroneous detection of the train near the boundary between the track sections C, D, particularly at the occurrence of such a situation that the succeeding train T2 is detected in the track section C in spite of existing in the track section B, influence on operation by the emergency stop of the succeeding train T2 can be suppressed.
