PURPOSE: Provided are a cosmetic rouge brush which has a cap attached to a body, thereby improving the convenience and protection of the brush, and a method for producing the brush. CONSTITUTION: The cosmetic rouge brush can be produced by preparing a main body(2) of the rouge brush with an end opened; repeatedly inserting the main body of the rouge brush in a fixing bar(12) of a molding apparatus(10) one by one; driving the molding apparatus(10) having the main body of the rouge brush(2) inserted in the fixing bar(12) to produce an eccentric circumference of the main body of the rouge brush(2); loosely inserting a brush at one side of the main body of the rouge brush(2) and fixing it by an adhesive; and inserting a cap at one or the other side of the main body of the rouge brush(2).
