PROBLEM TO BE SOLVED: To avoid the device to be larger in size and higher in cost in the case of laying a one-way clutch on a power transmission passage between a rotor and a rotating shaft. SOLUTION: A pulley 35 is rotatably supported in a cylinder portion 122 of a front housing 12 via a radial bearing 36. The rotation driving force of a vehicle engine E is transmitted via a belt 37 to the pulley 35. A power transmitter 38 is joined to a belt bridging part 353 and a power transmitter 39 is threaded and anchored to the end of the rotating shaft 18. A pair of radial bearings 40, 41 are laid between a cylinder portion 382 protruded on the power transmitter 38 and a cylinder portion 392 protruded on the power transmitter 39. The one-way clutch 42 is arranged between the cylinder portion 382 and the cylinder portion 392 and between the pair of radial bearings 40, 41.
