PROBLEM TO BE SOLVED: To provide a red phosphorus-based flame-retardant composition for an epoxy resin which inhibits the elution of an oxo acid of phosphorus and orthophosphoric acid from red phosphorus and can impart excellent flame retardance to an epoxy resin for a semiconductor sealing medium. SOLUTION: The red phosphorus-based flame-retardant composition for an epoxy resin is composed of a red phosphorus mixture containing a flame retardance-stabilized red phosphorus having an electrical conductivity of its 10 wt.% slurry dispersed in water at 20 deg.C of <=60μs/cm and activated alumina, and the above red phosphorus mixture has a PHO3 ionic concentration, to be eluted when 80 ml water is added to 8 g above red phosphorus mixture and heated at 80 deg.C for 20 hours, of <=25 ppm and, simultaneously, an electrical conductivity, after the 10 wt.% slurry of the above red phosphorus mixture dispersed in water is left to stand at 80 deg.C for 20 hours, of <=150μs/cm.
