PROBLEM TO BE SOLVED: To perform the guidance of a steering amount suitable for targeted navigation of a submarine. SOLUTION: A steersman console 21 outputs a steering set input 33 and a steering input 34 and receives steering instructions from a steering guidance 37. A navigation target setter 25 outputs a navigation target value 30. A steering gear 22 outputs an actual steering amount 35 from the steering input 34. An actuator 23 outputs a steering signal 36 for driving rudders in accordance with the actual steering amount 35. Each rudder 24 is driven by receiving the steering signal 36. An inertia device 28 detects the current moved condition of the submarine and outputs movement information 31. A movement control computer 27 computes the steering amount from the navigation target value 30 and the movement information 31 and outputs a computed steering amount 32. A steering guidance display 26 displays a difference between the computed steering amount 32 and the actual steering amount 35 and outputs the steering guidance 37.
