PROBLEM TO BE SOLVED: To prevent twist from being caused around the axial line of a fiber laid on a wiring board while production efficiency is enhanced for the optical fiber wiring board, by using a device for laying a fiber on a wiring board through a fiber laying head. SOLUTION: In the laying of a erbium dope fiber(EDF) on a wiring board 3, the wiring board 3 is transferred through the movement of a movable stage on which the wiring board is placed, with a linear part 2a and a circular-arc part 31 formed. The fiber laying head 22 for delivering the EDF on the wiring board 3 remains fixed in the linear part 2a; the head synchronizes with a circular-arc fiber laying operation 32 in the circular-arc part 31 and rotates in the same direction and at the same rotary angle as the circular-arc part 31 (the arrow 33).
