PROBLEM TO BE SOLVED: To provide an eccentric pulley having a means detecting a swing position of a tension pulley, capable of notifying replacement timing of a timing belt or abnormality of an auto tensioner with high reliability, and allowing easy replacement work or maintenance and inspection for the detection means, and to provide a belt tension adjustment device using it. SOLUTION: In this eccentric pulley, the tension pulley 21 is rotatably supported by a bearing 22, the bearing 22 is supported by an eccentric ring 23 turnably supported by a fixing bolt 26 such that a position of the tension pulley 21 can be freely shifted, to freely adjust tension of a belt A. In the belt tension adjustment device using the eccentric pulley, a position of the tension pulley 21 is adjusted by a hydraulic damper 28 and a spring 51 provided inside the pulley, and a position detection mechanism comprising a magnet 91 provided in a face opposite to an installation member 34 of an eccentric ring 23, and a magnetic sensor 93 provided in a face opposite to the eccentric ring 23 of the installation member 34. For the purpose of the maintenance of reliability of the position detection of the tension pulley 21, an O-ring 27 is inserted as a means suppressing fluctuation of a gap between the eccentric ring 23 and the fixing bolt 26.
