PROBLEM TO BE SOLVED: To enable a steel cord having a two-layered structure to be used as a reinforcing material by being buried in a tire or the like exhibiting sufficient corrosion resistance and fatigue resistance, extending the life of the steel cord itself, at the same time extending the life of the tire or the like which uses the steel cord as a reinforcing material, and enable its production at a low cost. SOLUTION: A core strand 9 is formed by twisting >=3 steel filaments 8 after covering at least one filament with an unvulcanized rubber. Around the core strand 9, a plurality of steel filaments 10 to be the outer layer are twisted to form an elastomer composite steel cord 12 in which the unvulcanized rubber 13 fills the space in the center 14 of the strand. Further, the average size of the gapes t1 between outer filaments is made >=2/100 mm so that when the steel filaments are composited with rubber, the rubber infuses inside the cord.
