PURPOSE: A water-saving device of a wall-mounted faucet having a pulsation-preventing function is provided to lengthen the life span of a water-saving device of a faucet by preventing the vibration and noise due to the water hammering phenomenon when the faucet is turned off. CONSTITUTION: A packing shaft(40) having a packing shaft extension member(41) inserted to a friction recess of a housing cap(60) is installed penetrating through a packing shaft housing(30). A friction member(42) made of rubber is installed on the outer face of the packing shaft extension member. When the packing shaft extension member moves in contact with the inner face of the friction recess, specific frictional force is generated from the friction member. Then, the packing shaft advances while discharging a small amount of the compressed by the friction member. The packing shaft advances slowly according to an elastic member(50) installed in one side of the packing shaft extension member. Since the packing shaft moves slowly, the swirl of water is avoided. Further, water hammering due to a swirl is avoided.
