PROBLEM TO BE SOLVED: To effectively utilize soybean meal as a fertilizer and to promote the utilization of the soybean meal. SOLUTION: This plant growth fertilizer derived from the soybean meal is formed by using a solution prepared by adding water to the soybean meal, efficiently subjecting the protein of this solution to depolymerization decomposition at a high speed by using de novo strains of Bacillus circulans HA12 (FERMP-13428) which depolymerize and decompose the protein by yielding protease in a specifically early period, is used after the solution is diluted with water to a concentration of about 10% and is accompanied by root hair proliferation to plants.
