PROBLEM TO BE SOLVED: To reduce the number of part items and a layout space. SOLUTION: One drive ling 14-1 is formed as a seesaw type link having a rocking fulcrum (connecting rod) 32 in its intermediate position and one end 14a of the seesaw type link is pivotally mounted on a base body side bracket (rocking arm) 20-2. A sector gear 36 geared with a pinion 34 of a braking shaft 30 is integrally formed with the other end 14b of the seesaw type link in a position crossing with an extension line of a link axis 38. The railing/ lowering range of a seat 12 by the leverage of the seesaw type link 14-1 is regulated between positions where the rocking fulcrum (connecting rod) 32 of the seesaw type link extends the upper part or a lower part of the base body side pivot point (pivot pin) 35, or the operation point respectively.
