PROBLEM TO BE SOLVED: To provide a dressing device and a dressing method capable of dressing the outer peripheral surface of a rotating grinding wheel so that the traces of dressing do not regularly cross each other and increasing the grinding accuracy of a work. SOLUTION: The rotating grinding wheel 17 is rotated by a wheel rotating motor 19, and a dresser 26 is moved relative to the rotating grinding wheel 17 by a column moving motor 14 to perform the dressing of the rotating grinding wheel 17. At least one of the rotational speed of the rotating grinding wheel 17 by the wheel rotating motor 19 and the relative movement speed of the dresser 26 by the column moving motor 14 is varied to vary the dressing speed of the rotating grinding wheel 17.
