PROBLEM TO BE SOLVED: To provide fine powder of surface coated zinc oxide which is excellent in dispersibility, water repellency and water resistance, is suppressed in photocatalyst activity and is excellent in chemical stability and a cosmetic material containing the same. SOLUTION: This fine powder of the surface coated zinc oxide is formed with a film on the surface of the fine powder of the zinc oxide by subjecting the surface to the surface treatment by the methyl hydrodiene polysiloxane.dimethylpolysiloxane copolymer expressed by formula (1) (where, m of n and m is 1 to 100 and n is 1 to 100 and m:n is a number satisfying 50:1 to 1.5:1).
