PROBLEM TO BE SOLVED: To prevent the overlap of a ground element P4 disposed directly in front of a fixed stop point to stop a train at the fixed stop point, and a ground element P0 for transmitting and receiving train operation information to and from the train at the stop of the train in a train control system. SOLUTION: P4 telegrams which are spot data for stopping the train at the fixed stop point are always transmitted from a train operation control device through the ground element P0. When the train approaches P0, the train is detected, and the P4 telegram is changed over to a P0 telegram which is train operation information such as platform door control information, for transmission.
