PROBLEM TO BE SOLVED: To reduce the number of parts and improve the assembly property by moving a make-up function into a control valve. SOLUTION: The control valve 33 shuts off hydraulic fluid to be supplied from a hydraulic pump 31 to a turn motor 39 at a neutral position and controls its direction at a change-over position. A check valve 47 for make-up replenishing liquid into a vacuum state part which occurs by inertia movement of the rotary motor 39 by the neutral position control of the control valve 33 is provided in the control valve 33. The check valve 47 for make-up is incorporated in a relief valve 46 for overload relief provided in the control valve 33.
