PROBLEM TO BE SOLVED: To create a method capable of precisely predicting an electromagnetic disturbance in geomagnetic sphere by neural network method, using observed values of solar wind, and to develop a device therefor. SOLUTION: In this prediction method and device, using the observation value of solar wind, the observation value is formed, in a structure for determining the weighting coefficient in neural network method by inputting a prescribed observation value in the observation of solar wind, by mixing a disturbance observation value when a magnetic storm with a general observation value at normal times, having no magnetic storm in a ratio of 3:7 to 7:3.
