PROBLEM TO BE SOLVED: To enable a game player to smoothly play a game by adding a value to a record medium in the case of using the record medium to which value can be added by input of new coins. SOLUTION: A record medium processor is provided with a holding part (bill holding part 313a and a coin holding part 315a) for temporarily holding the input bills or coins, whereby when the sum of the frequency of input money and the residual frequency of a prepaid card exceeds the frequency upper limit value, the money is held in the holding part, and when the residual frequency of the prepaid card is decreased and the sum does not exceed the frequency upper limit value, the held money is taken in.
