PROBLEM TO BE SOLVED: To perform effective cleaning and effectively clean especially mesh bodies by scraping dirt such as dust, etc., off an object to be cleaned and capturing the dirt among fiber bodies for cleaning treatments or making it adhere to or absorbed in the fiber bodies for cleaning treatments. SOLUTION: The base parts of a large number of the hydrophilic fiber bodies 16 for cleaning treatments in a raised state are planted and fixed in the overall surface of an embedding and fixing layer 12 made of a water-insoluble and non-permeable synthetic resin provided for the upper surface of a nonwoven fabric 10 made of a non-hydrophilic synthetic fiber. The part of the overall surface of the embedding and fixing layer 12 is a cleaning treatment part B with a large number of the protruded fiber bodies 16 in an aggregate state. The fiber bodies 16 for cleaning treatments are each directly protruded from the embedding and fixing layer 12 and independently raised in a state that the base parts are raised to their tips.
