PROBLEM TO BE SOLVED: To facilitate production and to enable cost down by simplifying a structure of a discharge electrode in a plasma reactor in which the fluid to be treated is treated by forming low temperature plasma by a streamer discharge. SOLUTION: A base material 21b of the discharge electrode 21 and an electrode end (needle electrode) 21a are integrally molded by cutting and raising or projecting by a press molding a part of the base material 21b of the discharge electrode 21.
