PROBLEM TO BE SOLVED: To provide a method for treating soil/underground water for an on-site treatment method by a microbial treatment method so that even organic chlorine compounds having small numbers of chlorine bonds can be effectively decomposed and detoxified. SOLUTION: The method for treating organic chlorine compounds in soil and/or underground water is carried out by supplying a treating agent containing a breeding matrix for microorganisms which decompose organic chlorine compounds in soil and having <=1 mg/L residual chlorine concentration so as to decompose the contaminants in soil and/or underground water by the effect of microorganisms.
